
William (Bill) Melbourn
Bill is a partner in the consulting firm Leslie, Melbourn and Associates based in Toronto, Ontario Canada.
- Bill has extensive experience in Cash Automation, Outsourcing of Cash Operations and the development and use of the Note Exchange System within Canada.
- Bill was Deputy Chief, Department of Banking Operations, Bank of Canada from 1981 to1996. He led business case analyses for the Bank’s automation of bank note handling, the Montreal and Toronto Operations canters and other projects including machine authentication strategies.
- Bill was involved with the 1994-1995 Bank re-engineering study of the note distribution system that led to outsourcing processing and the development of the Note Exchange system.
- Bill has consulted since then in Lithuania, Madagascar, Hungary, the Czech Republic and Brazil (the latter 3 with Productivity Systems International (PSI)) and in Ethiopia (with Bearing Point).
Professional Experience:
- Bill is a bank note policy expert from note design/security through processing, storage and distribution systems.
- Bill has consulted in several countries which has provided him with a variety of experiences in various situations and in differing bank cultures.
- Bill has worked with PSI in Hungary, the Czech Republic and Brazil was directly related to the central bank’s role in note distribution and alternative ways to outsource without sacrificing note security.
