
Eugenie E. Foster
Eugenie Foster is the Principal of Eugenie Foster LLC. She has been the go-to-person to lead high risk, high profile projects both in the United States and internationally for most of her career.
Professional Experience:
- Eugenie is managing the Global Payments Survey Project for the International Association of Currency Affairs, an initiative designed to identify trends and drivers for the use of payments.
- Eugenie was an executive for the United States Department of the Treasury, the Board of Governors of the Federal Reserve System, and the Department of Commerce for nearly 25 years.
- Eugenie managed currency and coin for the Board of Governors of the Federal Reserve System, where she advised the Governors and staff on counterfeit deterrence, banknote design and public education, cash and coin distribution, as well the efficiency, effectiveness, and internal controls of the Federal Reserve Banks' cash operations.
- Eugenie was the founding Project Director for the Central Bank Counterfeit Deterrence Group, a consortium including the G-10 and European Central Bank countries. She established and led the worldwide partnership between central banks and the major manufacturers of personal computer technology that developed and deployed systems that prevent computers from copying banknotes.
- Eugenie led the development of Series 1996 Federal Reserve Notes, the first significant change in U.S. currency in more than 70 years.
- Eugenie directed the planning, design, construction, and equipping of the Treasury's Western Currency Facility in Fort Worth, Texas.
- Eugenie was Chief Counsel for the Economic Development Administration of the U.S. Department of Commerce.
Professional Activities:
- Eugenie is a member of the board of advisors for Currency News.
- Eugenie was a leader of the Executive Committee of the Central Bank Counterfeit Deterrence Group.
- Eugenie represented the Board of Governors on the Interagency Currency Design Committee responsible for recommending changes to the designs and features of U.S. currency.
- Eugenie represented the Board of Governors on the Federal Reserve System's Currency Advisory Council where the System consulted and collaborated with the leading U.S. financial institutions on cash industry initiatives.
- Eugenie was a media spokesperson for the Board of Governors, the Treasury, and the CBCDG. She is a frequent conference speaker.
- Eugenie served as a Technical Advisor to the International Monetary Fund.
- Eugenie has authored conference and technical papers.
Awards and Training:
- Eugenie is the recipient of the Board of Governors Special Achievement Award for her contributions to the protection of United States currency.
- Eugenie participated in the U.S. Senior Executive Service Candidate program and professional training at Harvard University, the Massachusetts Institute of Technology, the University of Virginia, and Yale University.
- Eugenie holds a B.A. from St. Lawrence University in Canton, New York and a J.D. from Villanova University School of Law, Villanova, Pennsylvania.
- Eugenie was awarded Certificat du Premier Degré for French language competency from la Faculté de Lettres, Université de Rouen, France.
